The figure people find is rarely the one a buyer ends up transferring. What follows is not a price list but the mechanics behind one: what separates the advertised price from the final sum, why price per square metre is an unreliable measure, and why a developer's price list goes out of date faster than the website is updated.\u003C\u002Fp>\n\u003Ch2 id=\"kaina-ir-suma\">The advertised price and the final sum\u003C\u002Fh2>\n\u003Cp>An advertised price is an offer for one specific apartment on one specific day. The final sum is how much money leaves the buyer's account before they are the owner on the register. Between the two sits a series of payments, none of them large on its own, which together add up to an amount worth knowing about before the preliminary agreement rather than after it.\u003C\u002Fp>\n\u003Cp>The important part is that none of these payments is a secret. Each has a name, an address and a publicly set way of being calculated. A buyer does not have to guess them in advance — only to ask for them to be listed, and to get a list rather than an assurance that everything is included.\u003C\u002Fp>\n\u003Ch2 id=\"kas-prisideda\">What is added on the way\u003C\u002Fh2>\n\u003Cp>\u003Cstrong>The notary.\u003C\u002Fstrong> A purchase agreement for an apartment is certified by a notary. The notary's fee is not freely negotiated: the rates are set in the schedule of notarial fees approved by the Minister of Justice and depend on the value of the transaction. On top of that come the office's own tasks — drafting, certificates, sometimes supervision of performance. Who pays the notary — the buyer, the seller, or each half — is for the parties to agree, and it is worth settling before anyone drives out to sign.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>The land register.\u003C\u002Fstrong> Ownership of an apartment only becomes public once it is entered in the Real Estate Register. Registration carries a charge whose rates are public and set by law rather than by agreement. An extract from the register is usually ordered at the same time, and it is a document worth holding yourself rather than only in the bank's file.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>Taxes.\u003C\u002Fstrong> An apartment that becomes yours brings recurring taxes with it. The rate of immovable property tax and the share of value that is exempt are set by the Law on Immovable Property Tax and by municipal decisions; land tax is calculated separately. What is worth carrying away here is not a percentage, which changes over time, but the habit of asking what this apartment's taxable value is and what to expect in the first year.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>The agent.\u003C\u002Fstrong> If there is an estate agent in the transaction, somebody is paying the commission. There is no standard answer to who: it depends on whose interest the agent represents and how the brokerage agreement is written. One honest question — who pays you? — saves more than any negotiating tactic.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>Financing.\u003C\u002Fstrong> When part of the sum is borrowed, arrangement fees, a valuation and insurance come with it. Strictly speaking that is not the price of the apartment, but it lands in the buyer's account in the same month. That is exactly why it misleads: the same operation that puts two apartments on one scale erases everything that differs between them.\u003C\u002Fp>\n\u003Cp>First, floor area is not counted the same way twice. An apartment has a total area and a usable area, and those are not synonyms. A balcony, a loggia or a terrace may be left out, counted in full, or counted with a coefficient. A basement store and a parking space may be separate objects with separate prices or part of the same figure. Divide a price by two differently counted areas and you get two indicators that must not be set side by side.\u003C\u002Fp>\n\u003Cp>Second, the design area and the area established by cadastral measurement do not necessarily agree to the second decimal. That is why contracts tend to carry a recalculation clause. In a building that is finished and handed over, the question is already answered: the cadastral data exist and can be read. In a project still to be built, there is no answer yet.\u003C\u002Fp>\n\u003Cp>Third, what the price is for. An apartment sold unfitted and an apartment sold fitted out are two different products, and a per-metre indicator does not distinguish them. So the first question about a price is not how much, but what is included and which area you are dividing by.\u003C\u002Fp>\n\u003Ch2 id=\"kainininkas\">Why a price list is older than the website\u003C\u002Fh2>\n\u003Cp>A price list published on a developer's website is a snapshot. Every reservation, every withdrawal and every price review changes it, and the website is refreshed less often than those things happen. This is not cunning but ordinary administrative lag: the list lives in a sales spreadsheet, not on a web page.\u003C\u002Fp>\n\u003Cp>The practical conclusion follows. A figure found online is good for understanding the order of magnitude and preparing for a conversation. It is not good for negotiating or for planning money. The only figure you can work with is the one given to you in writing, with a date on it and a specific apartment named.\u003C\u002Fp>\n\u003Cp>The same holds for published market averages. A Vilnius average is assembled from districts whose density, housing stock and way of life have little in common. And who pays the notary — is there an agent in the transaction at all?\u003C\u002Fp>\n\u003Cp>A finished building makes these questions easier, because the answers are in documents rather than in forecasts.
